Draft Whyalla Master Plan Consultation
Whyalla City Council, in partnership with the Government of South Australia, invites community and stakeholder feedback on the draft Whyalla Master Plan.
Funded and prepared by the State Government’s Planning and Land Use Services in consultation with council, this master plan establishes a 10-year strategic framework to guide Whyalla’s future land use, housing diversity, public realm, and essential infrastructure. It is designed to ensure our city is positioned to leverage and support major regional investments across green industry, renewable energy, and manufacturing.
Context: Eyre and Western Regional Plan
Under Section 64(4)(b) of the Planning, Development and Infrastructure Act 2016, regional plans may incorporate structure plans, master plans, and concept plans to support long-term planning outcomes. Within this statutory framework, the Whyalla Master Plan serves as a detailed supporting document to the overarching Eyre and Western Regional Plan (which came into operation on 29 January 2026).
Please note: The Eyre and Western Regional Plan is already operational and is not the subject of this consultation. This consultation process relates strictly to the draft Whyalla Master Plan.
The draft Master Plan sets out practical, staged actions structured around four key principles:
- Strengthening city structure and connectivity
- Integrating green spaces and community infrastructure
- Increasing housing diversity
- Planned utilities and infrastructure
