Celebrating the legacy of the Whyalla Town Commission
This January, we celebrate the 80th anniversary of the establishment of the Whyalla Town (later City) Commission.
The Commission, established in January 1945, began during a time of industrial growth, and oversaw developments that laid the foundation for modern Whyalla.
The first meeting took place on May 9, 1945, in the Anderson Building on Forsyth Street. The initial agenda items were road repairs, tree planting, immunisations, and public phone installations. This governance laid the groundwork for Whyalla’s transformation into a city.
Appointed by the South Australian Government, Chairman Charles Landers Ryan guided Whyalla’s growth from 1945 until 1970, earning him recognition for his service to civic development.

Charles Landers Ryan (1907-1998)
Among his many contributions were:
- The beautification and development of the foreshore.
- Extension of the foreshore gardens.
- Financial management and the opening of the Civic Building.
- Construction of the Foreshore Motel.
Ryan’s dedication to public service extended beyond the Commission. He served as Chairman of the Whyalla Hospital Board, President of St. John Ambulance, and founder of the Whyalla Garden Society. In 1966, he was honoured with an OBE (Order of the British Empire) by Queen Elizabeth II for his contributions.
There is currently an exhibition recognising the 80th anniversary that can be viewed at the Civic Building, Grundel Street and the Whyalla Public Library from January to July.
Paul Mazourek, Community Activation Officer-Tourism Assets, said” The exhibition banners present images of historical artefacts – like the original Adelaide newspaper watercolour cartoon of the members of the first Whyalla Town Commission from 1945 and other special objects kept in the City of Whyalla Art Collection, Whyalla Maritime Museum and Civic Records.
“They tell an in-depth story about the importance of the commission in Whyalla’s history, so be sure to head to the Civic Building or library to learn more.”
