Council 2020-2021 Roads Program
Whyalla City Council is continuing to improve local roads and footpaths as part of its three-year, $14 million program, now commencing major kerbing works on Wood Terrace.
The program aims to address the current backlog of roads and footpaths that are in poor condition, while also preventing further deterioration.
This current work will take place over the next few weeks along Wood Terrace between Elliott Street and Cudmore Terrace, with hospital visitors reminded to be careful when accessing this area during this period.
Roads and footpaths are prioritised based on assessments of their condition, current use and expected service life. This aims to provide the maximum protection and service life for the benefit of the entire community, while keeping within the rates revenue budget.
The focus of the remainder of this year’s program will be those roads in need of an asphalt treatment, which includes stripping the existing seal and providing a new asphalt seal to ensure a long service life. This work has been partially funded by the Australian Government’s Local Roads and Community Infrastructure Program.

Exact timeframes of when each of these will commence is still to be determined due to Boral undertaking upgrades to their asphalt plant. However, residents in the impacted areas will receive letterbox notification prior to works commencing in the next few weeks.
The first street to be resealed will be Essington Lewis Avenue – between McBryde Terrace and Elliott Street – allowing the completion of increased angle parking for hospital visitors.
Preparation work has been completed for most other scheduled road reseals, including kerbing along the north side of Elliot Street which is now being wrapped up.
The balance of the road sealing program is currently anticipated for November 2020, dependent on asphalt availability and completion of all pre-work.
The pre-work scheduled to be completed before any road seal is placed includes:
- Kerbing replacement or repairs for those nominated roads
- Any underground services installations required (ie water, gas mains, sewer and stormwater works)
- Tree pruning and tree maintenance
- Any footpath remediation works deemed necessary, including pram ramp upgrades to comply with current standards and public safety (ie tactile ramp installations)
The community should note that the following list of roads scheduled for later this year will include all the above pre-work activities.
There will also be additional preparation works undertaken for the second part of this years' program to install additional stormwater infrastructure ahead of the road seal works for those roads. In particular on Broadbent Terrace between Hockey Street and Barson Street; and Kirwan Street between Broadbent Terrace and Newton Street.
