The City of Whyalla has included an increase in funding for roadworks in the 2018-19 Draft Business Plan and Budget.
There has been $3.9m allocated for 31.7km of road works including works on McDouall Stuart Ave, Norrie Ave, Fitzgerald Bay Rd and Elliott Street. This is up approximately $300,000 on last year’s road works spending.
This increase in funding on last year’s budget fits in with Council’s Asset Management plan. This plan prioritises works required to Whyalla roads on the basis of need.
Not all of Whyalla’s roads can be upgraded in one year. Council has a rolling program that provides for progressive upgrades our roads.
“In an ideal world, we would like to go around and fix up every road in Whyalla but it is a fact of life this isn’t feasible in just one budget,” CEO Chris Cowley said.
“This allocation in the 2018-19 Draft Business Plan and Budget is a figure that we feel reflects the community’s desire to maintain our roads to a reasonable standard into the future.
“This is intended to be a rolling program that will ensure roads in need of repair or re-surfacing are identified and prioritised in the endeavour to produce the best and safest roads possible.”
Some roads will need different treatments to others. High and heavy traffic roads may need, for example, a structural asphalt overlay while others roads may just need the seal renewed.
For example, Council recently completed a holding seal program which is a single coat seal intended to save road pavements from water ingress and further deterioration. The holding seal is a single coat spray seal which can postpone the need for a full road reseal for up to 7 years.
This is a treatment method used in situations like this where there is a significant backlog of work, to get the best value for money and to treat as much of the city’s road network as possible. Some reflection of surface defects is expected with this treatment and patching is required to be used in combination with the treatment to increase surface performance and quality.
Utilising holding strategies ensures that the condition of the road network can be improved over time in a cost effective manner.
